I always check the bargin bins at the front of the Target store (usually $1 for items) but I scored many items for .25 and I am going to use in my Halloween outfit, Found items: 2-gold dragons, 2-red oriental hairbands.

I try to buy party supplies in a neutral color (black plastic or clear glass seem to work best) that will work for most of my parties. Then maybe cheap paper decorations like crepe paper or lanterns from Target. Candy you can get anywhere.
I always go to the 99 cents store for my Halloween candy and decorations. The people at work will eat anything and everything so shopping at the dollar type stores work for me.
