    I would be a little hesitant about free legal advice from an unknown lawyer. If they are not from your state or experienced in the specialty you need, they might give bad advice. If you are not a knowledgeable person in that area, it would be tough for you to tell. Instead of going for the cheapest advice, this might be an area where you should go for the best at the best price. Get recommendations from friends or a low cost recommendation from a County or State Bar Association. At least with the Associations, they can assure you that the lawyer you contact is licensed in your state, knows the area of law you are asking about, and has no license problems in your state. As for free telephone information, try the free google service at 1-800-466-4411. No advertisements!

    Adding to Robert’s good information, the State Bar of California’s Web site has an attorney search feature by which you can check an attorney’s bar membership record, including actions affecting an attorney’s eligibility to practice law.
