Our family use to have a name wheel which was turned annually for Christmas to have just one person to purchase a gift for , we've stopped that-everyone was strapped financially, and willing to admit it!! But may I also suggest that gifts for "teachers" (for those who have children) be made by your children. Last Christmas my 8 year old daughter made all the gifts for her various teachers- 12 total. The cost for those gifts was about 70 cents a piece-she made a dried soup mix and it is delicious!
I'm quite open & matter-of-fact about it. All the people I might gift are aware that my financial state is dire -- why hide this? Living above one's means is what gets most in trouble. If/when my circumstances get better, I happily share my bounty. Last Christmas I gave a gift to my father -- he's my whole family. If I've got money, I give [small] gift cards. Everyone I know has the money to get their own whatever-they-want. As a recovering clutterer, I certainly don't want to add to others' stuff.

[...] Bargain Babe added an interesting post on Saying no to gift givingHere’s a small excerptA reader named Susan emailed me with an intriguing way to reign in troublesome spending. One lifestyle change that has really made a significant impact is the Gift Moratorium. Years ago my 4 sisters and brother used to exchange little “gifties” – you know, the tchotchkey stuff you see and think, “oh my sister would love this!” The truth was, we all came to the conclusion that we could live without most of those little things.
Have been doing this for the past three years. I have managed to decrease all to debt to school loan and car payment only. Now saving for a Home. My family loves it! my friends have adapted. Homemade gifts are always a hit.
