Customers of The Gas Company may be eligible for a 20% discount on their gas bill through a program called CARE. To qualify you or a person in your household must receive benefits from Medi-Cal, Food Stamps, TANF, Women, Infant & Children (WIC), Healthy Families Category A & B, or LIHEAP.
Or you can qualify if your income is less than $30,500 for up to two people in the home, $35,800 for up to three people, $43,200 for four, $50,600 for five, or $58,000 for six. For each additional household member add $7,400.

So. CA Edison also has the same program for electricity. HEAP is another program for utilities that you can obtain as well as the CARE program for gas and electricity.

This is available for all gas and electric customers in California, not just SoCalGas.

That page has links to the CARE programs for the major utilities (SCE, PG&E up north, and SDG&E in San Diego). Municipal utilities such as Glendale, Pasadena, Anaheim, Long Beach, etc. likely participate as well – best to contact the utility directly in those cases.

SO cal gas has an online application for care. It only requires that a member of the household receive benfits . But has no limits for income for other members of the household.
